Dude, its pretty hilarious hearing you criticize somebody who causes conflicts!!:) But in this case, like the others, she simply reminded Ambulance New Brunswick of its contract with the government which states compliance with the Official Languages Act. She can't do anything else.
This is now in court, its NOT the OLC which is at issue. I'm surprised you don't grouse at Ambulance New Brunswick, who stated that in the case of the lawsuit, they normally HAD bilingual staff, they just didn't show up that day. But then went on to admit that they can't simply 'snap their fingers' and make people bilingual.
During negotiations I've read, the deal is that at least one of two paramedics will be able to speak french, which seems pretty reasonable. In the case of the lawsuit, you had people who didn't speak english picked up by paramedics who couldn't speak french. And this isn't like going into a liquor store, this is life and death stuff.
So the irony is that your blood pressure is getting raised because of YOU. Not her. She thinks paramedics should all be bilingual. Personally I agree. That doesn't seem to be possible, so one of two will be bilingual, and those who are bilingual will be higher up in the rotation for temp or on call work. That all seems fairly reasonable to me while hopefully those on a part time basis would be using their time to learn french. If Higgs can learn it at 62, no reason others can't.
So what the heck are you getting so worked up about?
