If Anon 21:39 passed reading in school and used his underutilized brain, he would have read the 2014 budget that the city was prepared to lose this cash year over year. This in reality is not news, but rather planned.

You seem to be confirming the City has been planning its overspending for years, which I have no doubt they did, and have no regard for the people who's tax dollars they are wasting.
