They are usually on break - as the ever increasing serious crime rate confirms... job prescription: coffee and doughnuts every hour without fail...
Poor charles, after watching you..you for one, have NO LIFE and two, you are clearly mentally ill ...
They need a few more constables handing out traffic tickets in this city, especially to senior citizens who are often a hazard on the road. A road test at the retirement age of 67 should be mandatory.
