If the owner doesn't spend money on maintenance of their building, I can see that they spend no money on there clients. It shows what happens when the priorities are on profits not people. From the video it appears that the clients would receive a better quality of life at the SPCA.
How is this special care facility able to operate without government inspectors inspecting at random. If the conditions are as described in the video, the owners, or directors should be criminally charged with failing to provide the necessities of life.
