The challenge is this. The "Police" serve the city and it's staff, directors and officers and entities etc. The RCMP serve the federal government, crown, directors, officers and staff and it's entities. Neither have a charter that implies or can be perceived as "protecting the public". This must change. This is exactly what you have described as a "police state". Very true.
