Your comment is ignorant as always but i will answer the question : Yes, he had to at least ID who he was as the officer appeared to have been investigating a mental health investigation and reasonably believed this person could be involved. AS soon as his partner confirmed otherwise, he immediately released the guy. The officer acted in good faith, nothing wrong there...IF the guy would have said who he was it would have been done and over with right away.
