Because you, like many others, are re-victimized time and time again by a corrupt municipal, law enforcement and judicial system, staffed by entitled and corrupt criminals out to validate their own messed-up view of their misappropriated power.
Poem for a penny guy asked me for the time the other day while I was leaving the market. It was obvious to anyone that both of my hands full with bags of groceries. I got the impression he wasn't concerned about what time of day it was, as much as he was interested in attempting to inconvenience me. Passive-aggressive was the first thing that came to mind.
